The Treasurer of the Stadium Authority shall keep, in permanent records, strict and accurate accounts of all money received by and disbursed for and on behalf of the Board of Directors. 3. The Secretary of the Board of Directors does not constitute a part of the staff of the Stadium Authority for the purposes of section 26 of this act. 4, The Board of Directors may direct the staff of the Stadium Authority to provide the services necessary for the Secretary of the Board and the Treasurer of the Stadium Authority to perform the duties set forth in this section. Sec. 26. 1. The Stadium Authority may retain such staff as the Board of Directors determines to be necessary to conduct the activities of the Authority. The Stadium Authority may: a) Hire the members of the staff of the Authority as employees; }) Contract with any governmental entity or person to provide the persons to serve as the staff of the Authority; or (c) Retain the members of the staff of the Authority using any combination of the methods described in paragraphs (a) and (b). 2. The Board of Directors shall determine: (a) The powers and duties of the members of the staff of the Authority; and (b) The amount and basis of compensation for the members of the staff of the Authority.
