What is emergency?

An emergency is an extra ordinary


administrative situation which is not
confronted by the administration.
An event that causes a temporary
break in normal life of a industry or
community.
Purpose of on-site emergency
preparedness
 To establish and maintain procedure to identify
the potential emergency situations, incidents
and accidents for respond to them and for
preventing and mitigating the likely illness,
injury and impact (s) on environment that may
associate with them
Potential Emergency

OBJECTIVES:-
 Effect rescue & treatment of causalities.
 Safeguard other people.
 Minimise damage to property & environment.
 Initially contain and ultimately bring the incident
under control.
 Identify any death.
 Provide needs of relatives.
 Provide authoritative information to media.
 To preserve records, equipment etc and to organise
investigation into the cause of the emergency and
preventive measures to stop this recurrence.
OBJECTIVES:-
 To ensure safety of the works before
personnel re-enter and resume work.
 To work out a plant with all provisions to
handle emergencies and to provide for
emergency preparedness and the periodical
rehearsal of the plan.
 To increase confidence in people.
 To meet the obligation under various act and
rules
Legislation
 Section 6, section8, and section 25 of EP
Act1986.
 Section 13,14 of “Manufacture Storage and
import of Hazardous Chemical,Rules,1989”.
 Section 41 B of Factories
(Amendment)Act,1987
Main elements:-

Identification of hazard charts.

Emergency control center
 Set up emergency control center and mark it
on emergency plan
 It will be the focal point in case of emergency
 It will contain site plan ,external and internal
telephone connection, loud speakers, list of
essential telephone numbers
 Security office gate near the main gate of
WGSRL is the control room during
emergency.
Alarm system
 Siren will be provided at centre of plant roof level in
all plants to declare the emergency. Main Security
Gate in-charge is authorized to blow the siren.
 To declare an emergency, siren will be blow three
times for 1 minute with the gap of ½ minute i.e. 1
Minute – ½ minute gap – 1 Minute – ½ minute gap –
1 Minute.
 To declare all clear after an emergency, siren will be
blow one time for 2 minutes.
 Along with alarm system public address system
(PAS) should be provided.
Assembly points
 Shall be farthest from location of likely
hazardous events.
 Up-to-date list of pre-designated employees,
department and shift wise should be available
at these points.
 Pre-designated persons would take charge of
these points and mark presence as the people
come in to it
Medical facilities
 Occupational Health Centre is well equipped and maintained
by Qualified Doctor. Occupational Health Centre in charge
shall keep liaison with Gandhidham and Adipur hospitals in
case of emergency.
 The medical centre is located near the main gate of welspun
city. Qualified Doctor, male and female nurses are available
at Occupational Health Centre during General Shift working
hours. (Monday to Saturday). During the night time Male
Nurse is available at Occupational Health Centre in the
campus.
 Ambulance facility is available round the clock in the
campus with all first aid medicines, Oxygen Cylinder and
stretcher.
 First Aid boxes are available at various locations inside the
plants.
Training
 Respective Sectional Heads provide awareness on
Safety to the personnel working in the section
during regular course.
 HSE Department provides training on Fire Fighting
to Security personnel & Engineering Department
personnel (Rescue team).
 Safety awareness & Emergency preparedness are
being communicated to all employees as part of
EMS & OHSAS Awareness Programme.
 General Public – Not Applicable.

Responsibilities of key personnel
Site Main Controller
 Resumes overall responsibility for the factory and its personnel. As soon as he is informed of
the emergency, he proceeds to the control room and meets the communication co-odrinator.
His duties are,
 Assess the magnitude of the situation and decide if employees need to be evacuated from their
working points.
 Exercise direct operational control over areas directly affected and those associated with that
area.
 Maintain a continuous review of possible development and assess along with other key
personnel as to whether shutting down of the plant and evacuation of personnel is required.
 Ensure notification of the appropriate local government authorities of the emergency situation
( Sr. Officials of police, fire brigade, medical and Factory Inspectorate ,etc).
 Control rehabilitation on affected areas on mitigating/controlling the emergency.
 Issue authorised statement to news media and ensure that evidence is preserved for enquiries
to be conducted by concerned authorities. (if any)
 Implement decision/directives for the site.
Responsibilities of key personnel
Incident Controller
 On hearing of alarm, he rushes to the site and takes overall charge and reports to
site controller. He assesses the magnitude of emergency and informs the
communication coordinator accordingly.
His Responsibilities further includes:
 Direct all operations within the affected areas considering the safety of personnel,
minimising damage to the plant, property and environment.
 In case of delayed arrival of site controller, assume the duties of his post and in
particular direct the shutting down and evacuation of plant and areas likely to be
adversely affected. Ensure that all-key personnel and requisite outside out side help
is called in.
 Provide advice and information to the safety & Security Personnel and the fire
brigade as required.
 Reports to communication co-odrinator on all significant developments.
 Ensure that all non-essential workers/staffs of the areas affected are evacuated.
 Preserve evidence to facilitate any enquiry.
Responsibilities of key personnel
Communication Coordinator
 He proceeds to control room on hearing emergency and maintain communication with
incident controller. He will work under direction of site controller. He attends to police, press
& other enquiries.
He is also responsible to,
 Pass information to the site controller / incident controller accordingly.
 Engage Shift Supervisors to act as messenger between Incident Controller and himself if
telephones fail due to any reason.
 Inform out side agency for mutual aid if:
Fire brigade’s help is sought;
Emergency medical help is required;
Public notification to be issued
 Arrange for roll call at Assembly point
 Ensure that casualties receive adequate attention, help and inform relatives, if necessary.
 Control traffic movement in the factory
 Arrange for refreshment and catering facilities, as required when the emergency prolongs for
a longer duration.
Responsibilities of key personnel
Safety Coordinator
 Safety Officer is responsible for Fire Fighting. On hearing the
alarm, he reaches the spot /station immediately and advise key
operating personnel, and also responsible to :-
 Instruct security guards to cordon off areas as required by
incident controller.
 Render all help to manage emergency.

 Ensure discipline at control point to prevent unauthorized


persons entering the affected areas.
 Apprise the Fire brigade personnel to handle the incident.
Responsibilities of key personnel

Fire Brigade Personnel ( Rescue Team)


 All the security guards & Engg. Dept. employees are

trained for fire fighting operation. These people form


the factory act as a fire brigade team. On receipt of
information, the supervisors who are on duty at that
time proceed to incident site with their crew. They
carryout the operation under instruction of Asst
Manager/Officer Safety, Security Officer/ Manager.
Responsibilities of key personnel
Medical Coordinator
 Medical Officer will arrange all possible help

to victim at the plant Medical Centre and refer


those to nearby Hospital or at other place, as
he deems fit. He has to preserve minimum
quantity of medicine and medical equipment to
meet the requirement at the time of emergency
for immediate relief
Responsibilities of key personnel
Emergency Engineering Coordinator
 Emergency Engineering Coordinator is responsible for performing the
emergency maintenance function.
 Control facility systems (i.e. start-up and shutdown).
 Coordinate operation and repair of utility systems.
 Provide emergency repair services, as needed.
 Provide debris clearance and clean up.
 Provide damage inspection and facility re-entry guidelines.
 Replenish, repair and/or replace emergency equipment after the emergency.
 Organize for barricades and other traffic access control devices.
 Take all environmental mitigation majors.
Responsibilities of key personnel
Security Coordinator
 After receiving telephone from emergency site, he informs all key
personnel ( Site man Controller, Incident Controller, Communication
Coordinator and Safety Coordinator) for emergency.
 He also informs fire bridge personnel accordingly.
 Control the movement of people and vehicles at the site and maintain
access lanes for emergency vehicles and personnel.
 Prevent unauthorized entry into hazardous or secured areas, the Emergency
Control Center, Medical Center, and other areas as necessary.
 Assist with the care and handling of injured persons. He makes
arrangement for proper rescue of the victim from incident site to the
Medical Centre.
 Assume the responsibilities of absent emergency coordinators or designate
until relieved.
 Direct security assignments appropriate for the emergency.
 Ensure all required items in the Emergency Control Center are available.
Responsibilities of key personnel
Transporter Coordinator
 After receiving telephone from emergency site,

he informs all key personnel for emergency


and provides transport vehicles as and when
required.
 Arrange the vehicles for the employees in case
any emergency.

Action in emergency
When you hear an alarm or other signal, do not panic, remain calm but move quickly to the nearest
emergency exit. All exits on the floor are marked and the arrows direct you to the fire exits.
 DO NOT stop to pickup personal goods, business items, or make telephone calls, etc. The key to survival is
to leave the building immediately. Time is probably the most important element in saving lives during a
fire or natural disaster.
 DO NOT run but do proceed quickly and in an orderly manner.
 Follow instructions of the Shift Supervisor during the Emergency.
 Anybody noticing fire, shouts “fire” in any language to catch the attention of people working in near by
area and attempts to control the fire using suitable fire extinguishers ensuring safe retreat from the building.
Person / personnel allows themselves no more than 30 seconds to try to extinguish a fire with a fire
extinguisher. If not succeeded in putting out the fire with the extinguisher within about 30 seconds, he /
they abandon the effort and inform safety or security by telephoning CUG No. 9925109159 (mb) and
9879207548 (mb).
 Security at main gate sounds the evacuation siren through electric siren system on order of President
(Operations) which is heard as a wailing sound.
 Upon hearing this signal, all personnel vacates all the buildings immediately via the nearest fire exit / stair
case and go straight to assembly points as per evacuation plan nearest by the assembly point.
 If the person successfully extinguishes the fire, he informs safety. The safety Assistance manager/officer
sends fireman and / or security to ensure that fire is extinguished properly and investigates the cause of fire.
 If the fire is due to leakage of any chemicals, the observer(s) and / or fireman try to do following wherever
possible. The personnel carrying out this activity ensures that he/she is safe and is familiar with the system
he/she is handling.
 In case of leakage of any flammable chemicals tries to shut off source of leakage using appropriate personal
protective equipment.
 In case of flammable chemical leakage from the carboy, try to contain spread of leakage /Spillage using
sand or earth.
 In case of leakage / spillage during loading / unloading operation, try to close supply valve.
Post emergency
 The incident controller checks the areas thoroughly for
possible hazards such as toxic fume or live wires after
emergency and inform key personnel accordingly.
 The Key Personnel meet to evaluate their individual level of
response & involvement of emergency situation after the
incident. The review shall determine:
 Effectiveness of emergency response plan.
 Plant crew performance
 Any need for updating or revision of the emergency response
plan
 Suitable arrangement for restart of the plant
 Evaluation and control of effluent arising out of mitigating
measures like foam discharge & overflow of oil in water, etc.
Mock drill
 Co-ordination can be perfected through mock drills
 Should be conducted , not frequently but at least once
in a period of two years
 Should be under taken without any intimation in
order to check their effectiveness in managing the
plan pertaining to their respective operation
 The details of mock drill should be documented
,discussed and corrective steps taken
Updating the plan
 The off site emergency plan should be updated
periodically , with the experiences gained
through mock drills.
 It should be modified if the contents like
hazard, vulnerable zone or risk is considerably
changed, due to use of new chemicals,
introduction of new process or addition of new
units etc.
